South Africa’s President, Cyril Ramaphosa, held talks with Russian leader Vladimir Putin in St. Petersburg on Saturday, emphasizing the urgent need to bring an end to the ongoing war in Ukraine. President Ramaphosa’s visit was part of a peace mission involving representatives from six other African nations.

Pushing for Diplomatic Solutions

During the meeting, President Volodymyr Zelensky of Ukraine informed the delegation that he would not engage in negotiations with Russia while Ukrainian land remained under occupation. President Putin, however, claimed that Ukraine had consistently refused talks.

President Ramaphosa used the opportunity to call for the release of prisoners of war on both sides and the repatriation of children removed from Ukraine by Russia. He stressed the importance of reuniting these children with their families.

Accusations of War Crimes

International attention has focused on the forced removal of hundreds of Ukrainian children from their families during Russia’s occupation of Ukraine, resulting in war crime charges being filed against President Putin by the International Criminal Court. The African delegation raised concerns over this issue and called for the immediate return of the children.

However, President Putin interrupted their plea and argued that Russia was merely safeguarding the children, asserting that they were moved out of the conflict zone to protect their lives and well-being. Nevertheless, the United Nations claims to possess evidence of the illicit transfer of numerous Ukrainian children to Russia.

Africa’s Stance and Global Implications

President Ramaphosa warned President Putin about the wide-ranging impacts of the war on the African continent and emphasized the urgent need for a diplomatic resolution. He highlighted the fact that all wars must eventually be settled and come to an end.

The ongoing conflict in Ukraine has had severe repercussions, including the restriction of grain exports from Ukraine and fertilizer exports from Russia. These limitations have particularly affected African nations, exacerbating global food insecurity.

However, President Putin shifted the game to the West for the grain crisis, arguing that the war in Ukraine was not the primary cause. He claimed that, under an UN-sponsored deal ensuring safe passage through the Black Sea, only 3% of the permitted grain exports had been sent to the world’s most impoverished countries. Russia has frequently voiced grievances over Western sanctions hampering its agricultural exports.

Africa’s Balanced Position

President Putin praised what he referred to as Africa’s balanced stance on the war, consistently referring to it as a “special military operation.” The African delegation, comprised of representatives from South Africa, Egypt, Senegal, Congo-Brazzaville, Comoros, Zambia, and Uganda, was carefully constructed to ensure a broad range of perspectives on the conflict.

While South Africa and Uganda lean toward Russia, Zambia and Comoros hold closer ties to the West. Egypt, Senegal, and Congo-Brazzaville have largely maintained a neutral position. African nations have generally viewed the conflict as a confrontation between Russia and the West.

Urgent Action Required

The African delegation also met with Ukrainian leaders, where President Ramaphosa stressed that the war in Europe was negatively impacting between 1.2 and 1.3 billion people in Africa. Shortly after the leaders arrived, air raid sirens sounded in Kyiv, the capital of Ukraine, prompting Ukraine’s Foreign Minister, Dmytro Kuleba, to suggest that President Putin desired further escalation.

During the meeting, President Zelensky conveyed the importance of the delegation’s mission to advocate for the release of political prisoners held by Russia.

As the African leaders depart from their peace mission, the urgency to find a peaceful resolution to the war in Ukraine remains paramount. The global implications and impact on African nations, particularly in terms of food security, emphasize the need for immediate diplomatic action.
